What you need

Measure under the bust
Place the tape measure just under the bust, where the band of the bra should lie. Keep it level all the way round and pull it snug but not tight. Note the number in centimetres. This is the starting point for the band size, and the band carries most of a bra's fit.
Measure over the fullest part
Then measure around the fullest part of the bust, without the tape pulling or sagging. Keep it level and not tilted. Note the number. The difference between this number and the measurement under the bust is used to find the cup size. Measure twice to be sure.
